If you’ve been shopping around for mulch, you may have seen the term “AS 4454 certified” and wondered what it actually means — and whether it really matters when choosing mulch for your garden.

The short answer? It matters.

AS 4454 is the Australian Standard for composts, soil conditioners and mulches. It sets minimum requirements around the physical, chemical and biological characteristics of these products, helping provide customers with confidence about the mulch they’re putting into their gardens.

At Murray River Mulch, our mulch products are AS 4454 certified because we believe knowing what you’re putting into your garden is just as important as how it looks when it gets there.

So, what is AS 4454 Certified Mulch?

AS 4454 – Composts, Soil Conditioners and Mulches is an Australian Standard covering organic products intended for use in gardens, landscaping, agriculture and other soil applications.

The standard sets requirements covering areas such as:

  • Physical characteristics and contaminants

  • Chemical properties

  • Biological requirements

  • Processing methods

  • Product information and labelling

  • Plant propagules, including viable weed seeds, where applicable

In simple terms, it provides a recognised benchmark that mulch and other organic landscaping products can be assessed against.

What does AS 4454 Certified mean for your mulch?

🌱 Reduced risk of spreading weeds

Nobody orders mulch hoping to introduce a whole new collection of weeds into their garden.

One of the important areas addressed by AS 4454 is plant propagules — plant material capable of reproducing, including viable seeds.

Untreated shredded garden waste is specifically excluded from the standard because of the higher probability of it containing plant propagules and pathogens.

That means choosing compliant mulch gives you greater confidence that the product has been appropriately processed and assessed rather than simply being freshly shredded green waste delivered straight to your garden.

🦠 Processing to manage biological risks

AS 4454 includes requirements relating to the processing of organic materials, including pasteurisation and composting processes.

These processes are designed to manage biological and biosecurity risks associated with organic materials.

It’s one of the reasons there is an important difference between properly processed mulch and a pile of freshly shredded garden waste.

🔬 Chemical contaminants are considered too

The standard isn't only concerned with weeds and biological risks.

AS 4454 also sets requirements relating to chemical properties and maximum acceptable levels for certain contaminants.

WA Health supports the use of AS 4454 for mulch manufacturers and suppliers in Western Australia because it provides guidance on minimum acceptable concentrations of potential chemical contaminants.

🪵 Physical contaminants are assessed

Physical contamination is another important part of mulch quality.

Depending on the product and testing requirements, mulch can be assessed for physical contaminants such as pieces of glass, metal and rigid plastics.

It's important to remember, however, that mulch is a recycled natural organic product. Certification doesn't mean every cubic metre will look identical or that natural variation disappears.

Different pieces of timber, bark and other organic material are exactly what you'd expect to see in an organic mulch.

Does AS 4454 certified mean mulch is completely sterile?

No — and this is an important distinction.

Mulch is still a natural, organic product full of biological activity. AS 4454 certification doesn't mean the mulch has been sterilised.

You may still notice perfectly normal things happening after mulch is delivered, including:

  • Fungi or mushrooms appearing

  • Mulch becoming warm during decomposition

  • Changes in colour as timber ages

  • Different sizes and shapes of natural organic material

  • Insects and other organisms moving into the mulch once it is in your garden

These aren't necessarily signs of poor-quality mulch. They're often simply part of the natural decomposition process.

Why does AS 4454 certification matter when buying mulch in Perth?

There can be a huge difference between buying properly processed mulch and simply buying shredded organic material.

Price is important, but it shouldn't be the only question you ask.

When comparing mulch suppliers, it's worth asking:

Where has the mulch come from? How has it been processed? Has it been screened? And does it meet a recognised Australian Standard?

Knowing the answers gives you a much better understanding of what you're actually paying for.
